As a new round of nuclear talks was scheduled to get under way in Beijing on Monday, Kim Kye-gwan, North Korea’s envoy, said the country “will not stop its nuclear activity” until its full $25 million at Banco Delta Asia in Macao is returned. The United States maintains that the return of the money is now up to banking officials in Macao, a Chinese territory. But another North Korea diplomat, Kim Song-gi, said Saturday that the country would move to shut down the nuclear facility, at Yongbyon, as it is obligated to do in April under a Feb. 13 agreement with the United States and four other nations.
