아래 컬럼은 Western Ontario 대학의 정치학교수 Mansur 씨가 10월 14일,2006년, Toronto Sun 에 기고한 내용입니다. 이번 핵실험의 당사국인 김정일 집단과 인접해 있는 조국의 앞날과 연관되여 있는 기사로 여겨 집니다. 독재 체제와 반항적인 집단의 김정일 체제가 핵무기를 제조해서 세계를 위협하게되면, 가장 고통을 많이 받게되는 인간은 그의 통치하에 있는 사람들일 뿐이다. 지난주에 실시된 이북의 지하핵실험은 뉴욕증권시장에 아무런 위협을 주지 못했다. 이러한 상황은, 자국의 국민은 굶주림에 시달리고 있는동안, 핵무기를 제조할수 있는 능력을 갖춘 괴뢰집단에 대한 자유세계의 응답이 무엇인가를 가장 잘 보여준 실상이다. 동북아시아에서 핵확산방지를 위한 조치를 하는데, 어느 누가, 무엇을 한것과, 하지 않았어야 하는, 필요한 조치들에 대한 많은 비난이 주위를 맴돌고 있다. 그러나 김정일 집단과 그의 운둔의 왕국의 핵실험을 못하게 하는데 실패한 서방자유세계는 아마겟돈 전쟁을 위한 무기를 얻기에 혈안이 되여 있는, 이란과 같은 나라들에 강한 영향을 줄것이다. 또다른 깡패집단이 - 파키스탄과 세게 무기암거래 시장에서 널리 알려진 A,Q Khan 박사 - 핵무기제조 능력을 얻게되면, 상황을 되돌릴수 없다는데 심각성이 있는 것이다. 이러한 망나니 깡패 집단이 핵무기를 소유할려는 궁극적인 야욕은, 외부에서의 원조를 밑바탕으로, 자국민들로부터 그들의 집단이 추방당하는것을 막아내는 방패막이를 만들려고 함이다. 또한 이들 깡패집단은, 살아남아 현체제를 유지하기위해 외부 세계의 반대세력을 쫒아 내고 있다. 이러한 증거는 현제 파키스탄의 군사 독재 정권이 잘증명해 주고 있다. 좀더 넓게 역사적 사실들을 들여다 보면 이해 하는데 도움이 될것이다. 세계 2차 대전이 끝난후 미국은 핵무기 제조에 대한 독점국이었었다. 영국의 유명한 철학자 Bertrand Russel 경이 1948년에 지적했던데로, 전세계를 꼭 발생하게될 핵무기확산으로 부터 보호하고, 쏘련 모스코바의 핵무기제조 야욕을 막기위해서, 사전에 조짐이 있는곳을 강타해서 화근을 없앨수 있는 방법이 그때는 있었다. 철학자 러셀경이 언급한 내용에 대한 시비가 있기는 하나, 우리는 그가한말을 실천에 옮길 필요속에서 살아오진 않았었다. 러셀경이 언급한 말중, 가장 비난받을점은 , 이스라엘 정권이, 그지역과 더 나아가서는 다른 지역까지 안전을 얻기위한 명목하에, 사담후세인의 이락을 공격했었다는 점이다. 핵무기로 무장됐던 스탈린과 모택동은 수백만명의 자국민들을 살상하고, 굶어 죽게한 죄과에 대한 아무런 대답도 주지 못한채 평화롭게 이세상을 떳다는 점이다. 이스라엘 수상 매나함 베긴이 영도하는, 이스라엘 공군력을 이용하여 이락의 원자로를 부셔버린 1981년의 사건은 사담후세인, 그가 영웅으로 믿고 있는 스탈린처럼, 인생을 평화롭게 마감하지 못하고, 대신에 감옥에 갇혀있는 그를 발견하게한 일과 연관되게 한다. 가끔은 민주주의 체제는 이미 치료하기에는 늦어버릴때까지 전쟁의 소용돌이가 횡적으로 커질때까지 쳐다만 보고 있다는 점이다. 1989년 11월에 베를린 장벽이 무너지고 닥쳐올 재난이 더 커지고 있을때, 서방세계는 장벽이 무너진 감격에 젖어 흥청망청 대기만 했었다. Bill Clinton 이 백악관 재임시, 전세계의 지도자들은 나르시즘에 빠져 휴가를 즐기고 있을때, 김정일과, 알카에다 테러폭력 지도자들은, 서로 다른 길목에서 세계를 공격하고 있었다. 이란이 핵무기개발에 더 진전이 있기전에 이를 미리 쳐서 막는것은 아직도 늦은것은 아니다. 이렇게 함으로써, 서방 자유세계는 평화적으로, 참을수 있는데 까지 참았으나 이제 그한계에 도달해 더이상은 참을수 없다는 의지를 보여주는 확실한 메세지를 그들 깡패 집단에 단호히 보여 주어여 한다. Sat, October 14, 2006 Human costs of Kim's bomb When dictatorial, defiant regimes acquire nuclear weapons, and threaten the world, it's their own people who suffer most By SALIM MANSUR North Korea's underground nuclear test last week made no negative impact on the New York Stock Exchange. This fact is most revealing about the free world's response to another rogue regime acquiring nuclear capability while its population starves. There is a lot of blame to go around on who did or did not do what was required in preventing nuclear proliferation in East Asia. But the free world's failure in stopping Kim Jong Il and his Hermit Kingdom will spur the other nuclear wannabe, Iran, to push ahead in acquiring the weapons of Armageddon. As with the other rogue regime -- Pakistan and its Dr. Strangelove, the notorious nuclear black market racketeer A.Q. Khan -- once a country acquires nuclear capability, the situation cannot be reversed. The primary reason rogue regimes seek nuclear capability is to insulate themselves from being removed by their own people, with external support. Moreover, it compels foreign opponents of the regime to acquire a stake in its survival, as is now evident in the case of Pakistan's military dictator. At the end of the Second World War, the United States held the nuclear monopoly. There was a window then, as the English philosopher Bertrand Russell pointed out in 1948, to make a pre-emptive strike on "humanitarian grounds" against Moscow's nuclear ambitions and save the world from nuclear proliferation as it would inevitably occur. There is controversy among Russell scholars of what the philosopher actually said, but we need not dwell on this. The critical point Russell was making was put into action by the Israelis against Saddam Hussein's Iraq, to the benefit of all in the region and beyond. Both Stalin and Mao, insulated with nuclear weapons, died peacefully without having to answer for their crimes of starving and murdering their people in the millions. It is only due to Menachem Begin, the Israeli prime minister, who ordered his nation's air force to take out Iraq's nuclear reactor in June 1981 that we find Saddam in the prisoner's dock instead of ending his life like his hero, Stalin. But democracies rarely, if ever, pay heed to the gathering war storms on the horizon until too late. When the Berlin Wall fell in November 1989, the free world took a holiday from facing the new perils gathering momentum. The years of Bill Clinton in the White House were vacation time for leader of the free world to indulge his narcissism, while Kim and the terrorist leaders of al-Qaida prepared, in their separate ways, to assault the world. MORE PAINFUL REALITY The perils of nuclear proliferation and the likelihood of a nuclear war occurring having increased hide the other, more painful reality of human tragedy escalating in places like North Korea and Pakistan. The immediate costs of acquiring nuclear weapons by these societies are borne by their populations in terms of human suffering. The free world might find itself impotent in stopping Kim or preventing Mahmoud Ahmedinejad of Iran or Hugo Chavez of Venezuela from following the North Korean dictator's example. But inevitably the free world -- given its concerns for the rights and welfare of the weakest segment of our human fraternity despite the patchy record on display -- will have to provide assistance for millions negatively affected by the nuclear ambitions of rogue regimes. It might not be too late to stop Iran by pre-emptive measures yet. This should send a clear message to rogue regimes that finally the free world has lost its patience in trying to reason these matters peacefully with those who are beyond reasoning.
