That decision may have saved the life of Angelo de la Cruz, who returned home to a hero's welcome yesterday, but it put every foreign soldier and worker in Iraq in heightened danger. As The New York Times put it, "the insurgents appeared determined to repeat what seemed a success in forcing an American ally to weigh the cost of its presence in Iraq." Apart from kidnapping the six workers from India, Kenya and Egypt, insurgent groups warned Japan, Bulgaria and Poland they would face attacks unless they withdrew their troops. "We have warned all countries, companies, businessmen and truck drivers that those who deal with the American cowboy occupiers will be targeted by the fires of the mujahedeen," one group said. Philippine President Gloria Macapagal Arroyo bears a heavy responsibility for this turn of events. If the past decades have taught governments anything, it is that giving in to terrorists' demands only generates more demands and more terrorism.
