On Eve of Talks, North Korea Thought to Test Missile By BRIAN KNOWLTON International Herald Tribune Published: May 1, 2005 ASHINGTON, May 1 - North Korea apparently launched a short-range missile into the Sea of Japan today, raising tensions on the eve of a United Nations conference on nuclear nonproliferation. Andrew Card, the White House chief of staff, confirmed that a missile appeared to have been fired into the sea between the Korean Peninsula and Japan. Amid a sharpening of language on both sides, Mr. Card denounced the North Koreans as "bullies" and called their leader, Kim Jong Il, "not a good person." "We're not surprised by this," Mr. Card said, appearing to play down the military significance of the test. "The North Koreans have tested their missiles before." But as to their motivation, he told CNN, "I think they're looking to kind of be bullies in the world." His comment came a day after North Korea called President Bush a "philistine" and a "hooligan," in a new test of American diplomatic patience. The reported missile test comes at a time of maximum scrutiny of the North Korean nuclear program, and growing frustration among outside powers that Pyongyang has not returned to the six-party nuclear negotiations, stalled for nearly a year, even while making a series of aggressive steps and statements. Vice Admiral Lowell E. Jacoby, director of the United States Defense Intelligence Agency, warned Thursday before the Senate Armed Services Committee that North Korea had the ability to mount a nuclear-tipped missile on a long-range missile able to strike the United States. His comments caught some senators by surprise, and Pentagon officials later sought to soften Admiral Jacoby's prognosis. Mr. Card, asked today if Kim Jong Il could field nuclear-tipped long-range missiles, said, "We don't know that he can, but there is increasing evidence of capability." The test, if confirmed, would precede by a day the opening of a United Nations conference on identifying and fixing flaws in the Nuclear Nonproliferation Treaty. The sharpest concerns facing participants there involve the treaty's failure to halt or control the nuclear programs of North Korea and Iran. News outlets in Tokyo reported early today that the United States military had informed Japan of a possible North Korean missile firing. The reports quoted unidentified people in the Japanese government as saying that the missile, fired about 8 a.m. Japan time, was believed to have traveled about 100 kilometers into the sea between the two countries. The United States military in South Korea and the South Korean Defense Ministry did not immediately confirm the reports. North Korea has intermittently tested short-range missiles off its east coast, including a launch in February 2003. The tests of short-range missiles generally have appeared aimed at fending off outside pressures on Pyongyang. They have also been seen, at times, as a way to impress the North Korean people with the country's military prowess before then returning to the six-party nuclear talks. While President Bush has urged North Korea to return to those talks, the language used by both sides has escalated sharply of late. In a prime-time news conference on Thursday, the president referred to Mr. Kim as a "tyrant." Two days later, North Korea, which has often shown a sensitivity to such language, termed the president a "philistine" and a "hooligan." Mr. Card in turn accused Mr. Kim of leading a repressive government that has dangerously proliferated weapons while denying its people both democratic freedoms and basic necessities. "He is not a good person," Mr. Card said on CNN. "He is not a good leader." In a separate appearance on the NBC News program "Meet the Press," he said, "We're very troubled by the Kim Jong Il regime in North Korea." North Korea shocked the region in 1998 by test-firing a Taepodong-1 long-range missile over Japan and into the Pacific Ocean. That missile would not have been capable of reaching the United States. North Korea said this March that it no longer felt bound by its 1999 moratorium on long-range missile tests. American forces in South Korea have begun deploying Patriot missiles designed to intercept incoming missiles, while Tokyo has agreed to work with Washington on its missile defense project. The Taepodong-1 missile has a 2,500-kilometer range, South Korean officials say. North Korea reportedly is conducting engine tests for its Taepodong-2, which would be capable of reaching the western United States. But Mr. Card, while assailing Mr. Kim's leadership, played down North Korean missile capabilities. "We know that North Korea for a long time has been building rockets," he said on CNN. "We don't think that they have had much success in their testing of these rockets - multi-stage rockets." North Korea raised concerns on Feb. 10 when it said that it possessed nuclear weapons and would refuse to return to disarmament talks. Several American experts have long concluded that the North now holds a half-dozen or more nuclear weapons. Asked today if North Korea has such weapons, Mr. Card said the cautious approach was to take Mr. Kim "at his word." Mr. Bush said Thursday that North Korea's nuclear threat remained unclear, but worrisome. "There is concern about his capacity to deliver," Mr. Bush said. "We don't know if he can or not, but I think it's best when dealing with a tyrant like Kim Jong Il to assume that he can."
