It is believed to be the first deployment of Chinese forces in the Western Hemisphere. The deployment was first reported by The Washington Times, which said the force is trained in riot control and is due to arrive in the troubled Caribbean country in the near future. According to China's state-run Xinhua news agency, the Chinese security forces, known as the People's Armed Police, have spent three months in special training and passed exams administered by the United Nations, the Times reported. China's move could be a part of a decades-long struggle with rival Taiwan for influence in the third world. Haiti is among about a score of countries worldwide which maintain official relations with Taiwan. Political tensions have plagued Haiti for much of the year. Lately the country's biggest problem has been the devastation wrought by Hurricane Jeanne. In recent days, UN peacekeepers have been assigned to rein in looters trying to steal food aid. The storm has killed more than 1,500 and left 200,000 homeless. The UN mission has only about 2,700 peacekeepers in Haiti — or 40 per cent of its authorized strength of 6,700 — and has yet to deploy throughout the entire country to help the Haitian National Police maintain order. Efforts to reach a Chinese embassy spokesman Monday for comment were unsuccessful.
